If nothing happens after you enter (*#06#), that means your S8 can’t open advanced menus. Some carriers may block users from accessing advanced menus thru the dialer app.
If that doesn’t work, your Galaxy S8 will never be able to connect to any network. You can try to reflash the firmware and see if that will restore the default EFS folder. If the IMEI says Null, that means that the EFS folder may be corrupted, or may had been blocked. You can also try and check if your S8’s IMEI has been blocked:
